The National Telecommunications Commission (NTC) of the Philippines issued Memorandum Circular No. 004-06-2026 on June 29, 2026, amending Section 2 of Memorandum Circular No. 03-05-2007. The Circular updates the operating parameters for Short-Range Devices (SRDs) used for movement detection and alert applications and adds the 77–81 GHz frequency band. The power limits for each frequency band are as follows:
- 2400–2483.5 MHz: Maximum 25 mW EIRP
- 9200–9500 MHz: Maximum 25 mW EIRP
- 9500–9975 MHz: Maximum 25 mW EIRP
- 4–14.0 GHz: Maximum 25 mW EIRP
- 05–24.25 GHz: Maximum 100 mW EIRP
- 77–81 GHz: Maximum 50 mW EIRP
No function or operating mode of the equipment may exceed these technical limits. The amendment expressly includes movement detection and alert equipment operating in the 77–81 GHz band under the updated operating parameters, with a maximum EIRP of 50 mW.
Any existing circular, memorandum, order, or provision inconsistent with this Circular shall be considered amended or superseded accordingly. The Circular will take effect fifteen (15) days after its publication in a newspaper of general circulation and its filing with the Office of the National Administrative Register (ONAR).
Please review affected products and technical documentation to ensure compliance with the revised frequency and power requirements.
