On May 29, 2026, the Ministry of Economy of Mexico (Secretaría de Economía) published an amendment to the General Rules and Criteria for Foreign Trade, introducing stricter import compliance requirements for mobile devices.
The amendment removes the NOM exemption previously available to mobile devices imported through the simplified courier and parcel scheme. As a result, affected products will be required to demonstrate compliance with applicable Mexican Official Standards (NOMs) at the time of importation.
The affected tariff classifications include:
- HS Code 8517.13.01 – Smartphones
- HS Code 8517.14.91 – Other mobile (cellular) phones and phones for other wireless networks
- HS Code 8517.18.99 – Other related devices
New Compliance Requirements
Products classified under the above tariff codes must comply with the following standards:
- NOM-001-SCFI-2018 – Safety Requirements and Test Methods for Electronic Devices
- NOM-024-SCFI-2013 – Commercial Information Requirements for Electronic, Electrical, and Household Products, including Spanish-language labeling, user instructions, and warranty information
Conformity Assessment Platform Update
Mexico is also continuing its digital transformation of conformity assessment procedures. Certification and compliance activities will now be managed through PLATIICA (Plataforma Tecnológica Integral de Infraestructura de la Calidad), replacing the previous SINEC platform.
Implementation Timeline
Although the amendment officially entered into force on May 30, 2026, the National Foreign Trade Information Service (SNICE) subsequently issued a notice deferring the enforcement of the NOM-001-SCFI-2018 and NOM-024-SCFI-2013 requirements for mobile devices until July 1, 2026.
Starting from that date, products classified under the affected tariff codes will no longer be eligible for simplified courier and parcel import procedures that bypass NOM compliance requirements. Importers will be required to provide the corresponding conformity evidence at the point of entry into Mexico.
