[Vietnam] Vietnam Introduces Risk-Based Conformity Assessment Framework, Replacing Existing Classification System

On April 9, 2026, the Ministry of Science and Technology (MoST) of Vietnam issued Circular No. 14/2026/TT-BKHCN, replacing the current Circular No. 28/2012/TT-BKHCN. The new Circular will officially come into effect on May 25, 2026.

Key updates include:

  • Transitioning from the current product group-based classification approach to a risk-based conformity assessment framework, introducing eight conformity assessment methods.
  • The validity period of certificates and surveillance frequency will be determined based on product risk levels.
  • Online applications are permitted. If the receiving authority is unable to accept online submissions, hard copy documents must be submitted.
  • The use of electronic labeling (e-label) for the CR Mark and ICT Mark is permitted.
  • Existing Type Approval Certificates (TAC) and Declarations of Conformity (DoC) will remain valid until their original expiration dates.
  • MoST is separately drafting additional circulars to replace Circular No. 30/2011/TT-BTTTT and Circular No. 29/2025/TT-BKHCN.
  • These future updates will further revise Type Approval and Declaration of Conformity (DoC) requirements.
  • A new risk-based product list is expected to be published in the coming months.
