On October 29, 2025, the Ministry of Electronics and Information Technology (MeitY) issued a notification under the Electronics and Information Technology Goods (Requirement for Compulsory Registration) Order, 2021, mandating the adoption of IS/IEC 62368-1:2023 (Audio/Video, Information and Communication Technology Equipment – Part 1: Safety Requirements).
This new standard will supersede the existing Indian Standards IS 13252 (Part 1):2010 and IS 616:2017, which currently govern a wide array of IT and electronic products.
Key Highlights
- Standard Implementation: IS/IEC 62368-1:2023 is officially introduced to replace the legacy standards IS 13252 (Part 1):2010 and IS 616:2017.
- Parallel Transition Period: To ensure a smooth migration, both old and new standards will remain valid concurrently until November 1, 2028.
- Product Scope: This update impacts a broad spectrum of IT and electronic goods, including Laptops/Tablets, Scanners, Keyboards (incl. Wireless), POS Terminals, CCTV Cameras, Smartwatches, and ATMs.
- Compliance for Existing Licenses: Current Registered Users must complete the standard transition within the parallel period by submitting updated test reports from BIS-recognized laboratories.
- Undertaking Requirement: License holders are required to submit a formal Letter of Undertaking, declaring that all series models covered under the existing license also comply with the new standard’s requirements.
- Provisions for New Applicants: During the transition period, new applications can be filed under either the old or new standards. However, those opting for the old standards must commit to completing the transition before the final cutoff date.
- Enforcement & Non-Compliance: Failure to comply with IS/IEC 62368-1:2023 by the specified deadline may lead to the suspension or cancellation of the BIS Registration certificate.
