[Vietnam] Issues New Circular 29/2025 – Testing and Certification for Wi-Fi 6E and Wi-Fi 7

Vietnam’s Ministry of Science and Technology (MOST) issued the new Circular 29/2025 on 13 November 2025, replacing the previous Circular 02/2024.

This circular is highly significant, as it establishes the core regulatory framework for all wireless certifications throughout the coming year. It serves as the basis for determining which products or technologies require testing and obtaining TAC/SDOA approval.

Key highlights are as follows:

  1. Scope of Application

This circular applies only to equipment that falls under the HS codes and descriptions listed in Appendix 2 (page 26).

If a product’s technology is not covered under Appendix 1, or its HS code does not appear in Appendix 2, it will not be subject to regulation.

  1. Alignment with Future Technical Regulations

If any new technical regulations are issued after the circular takes effect—replacing or supplementing the test standards or product categories mentioned—those new regulations will prevail.

For example, the current test standards for Wi-Fi 6E & Wi-Fi 7 (QCVN 47 & QCVN 96) were originally standards for SRD devices; dedicated Wi-Fi 6E standards may be introduced in the future.

  1. Wi-Fi 6E & Wi-Fi 7 Opening and Certification Requirements

Wi-Fi 6E & 7 are officially opened for use and require testing and certification, covering the frequency band 5925–6425 MHz .

  • QCVN 47 (RF) will be listed under TAC.
  • QCVN 96 (RF-EMC) will be listed under SDOA.
  1. Appendix 2 – SDOA Controlled Products

For laptops and tablets, the new SAR standard QCVN 134:2024 has been added.

This standard becomes mandatory for testing starting from 1 July 2027.

  1. Validity of Existing TAC Certificates

All TAC certificates issued before the effective date of this circular will remain valid until their expiry date.

Effective Date

This circular will come into effect on 31 December 2025.
