[Philippines] NTC To Sunset 2G and 3G

The National Telecommunications Commission (NTC) of the Philippines previously held a public consultation on August 2, 2025, to decommission 2G and 3G mobile network services. NTC published Memorandum Circular No. 003-09-2025 on August 28, 2025.

  1. 3G Network Shutdown: All 3G mobile networks nationwide shall be completely decommissioned by December 31, 2026.
  2. 2G Network Shutdown: The 2G network will be phased out gradually by region to ensure the continuity of basic communication services in areas that still rely on 2G.

Specific timelines and implementation guidelines will be issued separately by the NTC.

Within 60 days from the effective date of this Circular, the NTC will cease accepting applications for Type Approval and Type Acceptance of devices that support only or primarily 2G/3G functionalities.

Devices that have already been granted approval and support only 2G/3G technologies will be tagged in the NTC authorization database as “phased-out devices.”

The importation and sale of 2G/3G-only devices will be progressively prohibited, and detailed implementation measures will be issued in subsequent guidelines.
