[Malaysia] MCMC Publishes Radio Spectrum Use Guidelines for TVWS

The Malaysian Communications and Multimedia Commission (MCMC) published Guidelines on the Use of Radio Spectrum for TV White Space (TVWS) on August 19, 2025.

  1. Purpose and Scope of the Guidelines

Purpose: To provide guidance on the use of radio spectrum and certified communications equipment for TV White Space (TVWS) technology in Malaysia.

Applicable Parties: All operations and applications intending to use TVWS.

Legal Basis: Must comply with the Communications and Multimedia Act 1998 (CMA 1998) and relevant subsidiary legislations and technical standards.

  1. Spectrum Background

Frequency Band: Unused TV channels in the 470–694 MHz UHF band.

Priority: This band is primarily allocated for terrestrial TV broadcasting; TVWS must ensure no interference to existing broadcast services.

Other Permitted Applications: Such as wireless microphones, but only on a non-interference and non-protection basis.

  1. Technical Specifications

Available Frequency Band: 470.0 – 606.0 MHz

Base Station (Fixed): Maximum EIRP 16 W

CPE (Fixed / Mobile): Maximum EIRP 4 W

Channel Plan: Each channel is 8 MHz; single or multiple channels may be used (contiguous bandwidth is not guaranteed).

Restrictions: Ground-based applications only; use on aircraft or airborne platforms is strictly prohibited.

Assignment Method: Requires Apparatus Assignment (AA) authorization.
