The Moroccan regulatory authority, ANRT, has recently issued a new decision, Decision 16-24, which includes the following key updates:
- Processing Time
According to Page 4 of the decision, ANRT now requires 15 working days to process and review a complete application
Due to the large-scale process changes and reforms that ANRT is currently undergoing both internally and externally, it is expected that the processing speed of ANRT certification applications may be affected in the near future.
- New Labeling Requirements
2.1 ANRT has introduced updated labeling requirements and released a new label design template. However, the decision does not yet provide detailed specifications (such as font, text size, etc.). It is reported that ANRT will issue further guidelines on these specifics in the near future, and updates will be provided accordingly.
2.2 All devices that obtain ANRT type approval and import permits must display the official label. The fundamental principles of the labeling requirement are visibility, clarity, and durability (labels must not be removable or easily damaged).
2.3 The label should be placed on the product itself. However, if the product is too small to accommodate a physical label, manufacturers can choose alternative labeling methods:
2.3.1 On the product packaging
2.3.2 In the accompanying user manual or documentation
2.3.3 As an electronic label (E-label), if the device has an electronic display
At this stage, as long as the logo remains clearly identifiable, ANRT does not impose strict regulations on its size. However, the color must be displayed in black and white.
- SAR (Specific Absorption Rate) Labeling Requirements (Effective May 1, 2025)
3.1 Starting from May 1, 2025, all devices that have a transmission power exceeding 20 mW and are designed to operate within 20 cm of the user must clearly and legibly display SAR (Specific Absorption Rate) information.
3.2 SAR information must be displayed in one or more of the following ways:
3.2.1 On the device itself
3.2.2 On the product packaging
3.2.3 In the user manual or documentation
3.2.4 As an electronic label (E-label), if the device has an electronic display
3.3 Additionally, SAR information must be included in marketing materials, advertisements, and online sales pages.
Currently, ANRT does not impose restrictions on the labeling format and has not provided any examples. The labeling requirements should be based on the principle of clarity and easy readability for the reader.
This requirement applies to, but is not limited to, the following types of electronic devices (the official list may be updated by ANRT at any time):
- Mobile phones
- Smartphones
- Tablets with SIM/eSIM card or Wi-Fi support
- Smartwatches with SIM/eSIM card support
- Cellular routers and modems
- Walkie-talkies
- Laptops with SIM/eSIM card or Wi-Fi support
- DECT cordless phones
- Other Provisions
The decision also states that ANRT reserves the right to request product samples during the document review process. If deemed necessary (e.g., for additional local testing), ANRT may request two units for evaluation.
Additionally, ANRT has explicitly stated that if testing is required, they have the right to retain the tested samples—meaning they may not be returned to the applicant.
