The Ministry of Information and Communication (MIC) of Vietnam published Circular 02/2024/TT-BTTTT on March 29, 2024. This Circular will come into effect on May 15, 2024, and replaces Circular 04/2023/TT-BTTTT and Circular 10/2023/TT-BTTTT. The new Circular includes the following updates:
• New standards will be applied:
o QCVN 117:2023/BTTTT
o QCVN 55:2023/BTTTT
o QCVN 110:2023/BTTTT
o QCVN 111:2023/BTTTT
• Between May 15-June 30, 2024, type approval applications will be accepted under either QCVN 117:2020/BTTTT / QCVN 55:2011/BTTTT in normal condition only, or under QCVN 117:2023/BTTTT / QCVN 55:2023/BTTTT in normal condition only or both normal and extreme conditions.
• Starting July 1, 2024, type approval applicants must apply under QCVN 117:2023/BTTTT / QCVN 55:2023/BTTTT for both new and renewal applications.
o Between July 1, 2024 – June 30, 2025, type approval applications will be accepted in normal condition only or both normal and extreme conditions. Certificates will need to be updated to cover extreme conditions after June 30, 2025.
o Starting July 1, 2025, type approval applications must apply under QCVN 117:2023/BTTTT/ QCVN 55:2023/BTTTT in both normal and extreme conditions.
• Certificates currently under QCVN 117:2020/BTTTT / QCVN 55:2011/BTTTT may still be used until their expiration date.
• Terminal Devices (not Mobile Phones) with 2G and/or 3G functionality will not be certified starting July 1, 2024. Certificates under QCVN 117:2020/BTTTT for these devices may be used until their expiration date, not exceeding June 30, 2024.
• 5G NR Devices must support both 5G SA and 5G NSA. Certificates under either QCVN 127:2021/BTTT or QCVN 129:2021/BTTTT may be used until their expiration date, not exceeding June 30, 2024.
• Testing and Certification in extreme conditions will not be asked for until June 30, 2025 (with the exception of Wi-Fi Access Points).
• QCVN 124:2021/BTTTT will not be applied for Vehicle Radars using 76-77 GHz, and only QCVN 18:2022/BTTTT will be applicable.
• QCVN 55:2023/BTTTT will no longer be required for wireless chargers. Only QCVN 96:2015/BTTTT will be required.
• QCVN 47:2015/BTTTT will be applied as a replacement standard for specialized QCVNs that are unable to be locally tested for a large number of maritime products.
• TV using the same chassis may share test reports for QCVN 63:2020/BTTTT for the SDoC process.
• Adapters must be tested if imported along with the main device for QCVN 132:2022/BTTTT.
• Imported products such as Lap Tops, Tablets, Desktop Computers, and TVs will have the Type Approval Certification and SDoC requirement exempted if products imported are fewer than 3 units and are imported for self-use.
