[Mexico] Mexico IFT Modifies NOM-221 Part 3

The Instituto Federal de Telecomunicaciones (IFETEL) of Mexico previously held a public consultation on June 23, 2023, on the preliminary draft modifying Disposición Técnica IFT-011-2022: Technical Specifications of Mobile Terminal Equipment Part 3, Cellular Broadcasting Service for Notification of Risk or Emergency Situations. On September 20, 2023, IFETEL published the official Modification for NOM-221 Part 3. Main modifications include:

• Channels designated to receive Alert Messages in Mobile Terminal Equipment may not be used for advertising, promotional, or other purposes outside of those listed in the technical provision.

• Channels 4380 (primary configuration) and 519 (secondary configuration) must be enabled and activated through MMI codes which are provided by the ETM manufacturers.

• Compliance with the display format of Alert Messages in Mobile Terminal Equipment will be verified through the use of digital radiocommunication simulators.

• Mobile Terminal Equipment that are in the process of conformity evaluation prior to the Modification’s entry into force will continue the process until it is finished under its initial terms.

• Test labs and Certification Bodies may continue to issue Test Reports and CoCs in accordance with the previous version of DT IFT-011-2022, published on September 13, 2022, for a period of no longer than 120 calendar days after the Modification’s entry into force.

The Modifications will enter into force on September 21, 2023.
