The National Broadcasting and Telecommunications Commission (NBTC) of Thailand issued a new announcement on April 28, 2023, regarding the technical standard NBTC TS 1039-2566, which pertains to telecommunication equipment using the frequency range of 5.925-6.425GHz.
NBTC differentiate equipment between Indoor and Indoor/Outdoor as per below table.
Frequency (GHz) | Maximum e.i.r.p. output power (mW) | Application | Indoor and outdoor |
5.925-6.425 | 250 | Indoor | Wifi access point, desktop computer (without battery) |
25 | Indoor and outdoor | Wifi outdoor access point, mobile phone, notebook PC, portable access point, any products with rechargeable battery |
On August 24, 2023, after meeting NBTC has re-interpret their regulation. NBTC has made decision to allow client portable equipment to use output power on both LPI 250mW EIRP and VLP 25 mW EIRP. It means that, now mobile phone, tablet, and notebook PC, will be eligible to apply certificate in both 250 and 25 mW EIRP. For formal implementation, NBTC will take a month to complete their internal approval procedure. Please note that there will be no formal regulation released for this update because the formal regulation remains same, it is only NBTC changed their interpretation to their regulation. However, if there is any product require approval during this one month period, we can make special request to NBTC to accept the application and approve products. Below will be new table of Indoor and Indoor/Outdoor equipment classifications.
Frequency (GHz) | Maximum e.i.r.p. output power (mW) | Application | Indoor and outdoor |
5.925-6.425 | 250 | Indoor | LPI: Wifi access point, desktop computer (without battery), mobile phone, notebook PC, any client equipment. |
25 | Indoor and outdoor | VLP: 1) Wifi outdoor equipment, portable access point will be allowed to use only 25 mW EIRP. 2) desktop computer (without battery), mobile phone, notebook PC, any client equipment will be allowed to use only 25 mW EIRP when connecting to other client equipment or outdoor equipment. |
For document requirements, below will be document requirements for approval of wifi 6E equipment in order to use output power 25 and 250 mW EIRP.
1. Product specification: must indicate only frequency within 5.925-6.425 GHz (can not show 6.425-7.125 GHz frequency)
2. Declaration letter from end product manufacturer: NBTC requires a declaration letter from end product manufacturer to state that a) frequency 6.425-7.125 GHz will be disabled by software b) product is intended to use for indoor (LPI mode) and indoor&outdoor (VLP mode) application.
3. RF test reports: must appear only 5.925-6.425 GHz (can not show 6.425-7.125 GHz frequency). RF test report shall contain test result on both LPI 250 mW EIRP output power and VLP 25 mW EIRP.
4. SAR test reports: must appear only 5.925-6.425 GHz (can not show 6.425-7.125 GHz frequency). SAR test report for LPI mode 250 mW EIRP will be required.
5. Electrical safety test report
Please note that we can already start applied for Wifi 6E on this situation basis starting from now 29th Aug 2023 with special approval from NBTC.
Actual implementation will be 1 month later.
