[Singapore]Security Requirements to Guard against Network Storms for Cellular Devices

  1. IMDA has published the finalized Technical Specification for Security Requirements to Guard against Network Storms for Cellular Devices IMDA TS CD-SEC on 1 July 2022.  The TS CD-SEC defines the minimum technical security requirements for the design and management of cellular devices to better safeguard communication networks from security threats in the area of connection efficiency.
  2. The requirements under TS CD-SEC are applicable to cellular device which supports Section 7 on Connection Efficiency Requirements of the GSMA TS.34 guidelines, and also subject to compliance either with IMDA TS IOT or IMDA TS CMT. Applicable cellular devices are required to comply with the above IMDA technical standards and register the equipment with IMDA. The online equipment registration has commenced since 19 September 2022. The timeline for compliance with TS CD-SEC is as follows:

[2022/7/1] Publication of IMDA TS CD-SEC-  Dealers/Suppliers can begin registering applicable new cellular devices that are required to comply with the IMDA TS CD-SEC ;-For applicable cellular devices that were registered prior to publication of IMDA TS CD-SEC: Can continue to sell the devices in the market; or Amend the existing registration for compliance with IMDA TS CD-SEC

[2023/1/2] IMDA TS CD SEC put in force –  Dealers/Suppliers shall register applicable new cellular devices that are required to comply with the IMDA TS CD-SEC – For applicable cellular devices that were registered prior to in force date of the IMDA TS CD-SEC: Can continue to sell the models in the market; or Amend the existing registration for compliance with the IMDA TS CD-SEC

[2023/7/1]- All applicable cellular devices sold for local use in Singapore shall comply with the IMDA TS CD-SEC – Dealers/Suppliers shall cease selling for local use all applicable cellular devices that do not comply with the IMDA TS CD-SEC

  1. The manufacturers need to check in advance if their new devices/IMDA-approved devices comply with Section 7 on Connection Efficiency Requirements of the GSMA TS.34 guidelines. If yes, compliance with IMDA TS CD-SEC is required. If it does not comply with section 7 on connection efficiency requirements of GSMA TS.34 guidelines, no compliance with IMDA TS CD-SEC is required.
  2. As IMDA TS CD-SEC is on a self-declaration basis, in order to prepare the submission of a new application/registration update, the manufacturers need to evaluate whether their products are complying with all items listed in the implementation table or not themselves and then submit this implementation table along with other additional required documents for applications.
