[Korea] RRA continues to conduct spot checks on illegal reports

RRA announced that 381 domestic and foreign manufacturers had forged test reports and received certificates of conformity for broadcasting and communication equipment through the forged reports on 11/10.

According to regulations, manufacturers, sellers and importers of broadcasting and communication equipment must check whether the equipment meets technical standards first and register it before putting the equipment on the market for sale.

RRA recently conducted a comprehensive investigation of the test reports issued by BACL in US since 2006. Up to now, it has seized 1,700 qualified test reports issued by them, which involved 381 companies that were issued by BACL in China, not BACL in US.

RRA in South Korea only recognizes the MRA report from BACL in US, not BACL in Chinese

Among them, the most illegal cases are Hikvision (224 cases), DJI (145 cases), Huawei (136 cases) and Britz International (64 cases). Samsung Electronics has 23, ranking in the top ten.

According to the 《Radio Wave Law》, if a certificate received through false or illegal methods (such as forged test reports), it will be subject to administrative sanctions, such as conformity assessment cancellation and equipment recycling.

If the qualification certificate is cancelled, the qualification assessment cannot be accepted again next year from the date of cancellation. The relevant equipment cannot be manufactured, imported or sold until the qualification assessment be accepted again.

The Korea Radio Research Institute plans to notify 381 companies before the hearing.

The Ministry of Science and Technology said “Because the content of the test is related to many domestic and foreign companies, the tested equipment includes various products which are related to people’s lives. Such as CCTV, Bluetooth audio equipment, drones and communication equipment. Strict measures are based on laws and regulations.”

The Korea Radio Research Institute emphasized that in order to prevent similar situations happened again, effective preventions will be established, such as cooperating with countries which have signed MRA in order to strengthen the authenticity of inspection reports.
